Spartac FC Constitution

1 The Club shall be called the "SPARTAC FOOTBALL CLUB" and shall be affiliated to the Kent County Football Association and other Associations as from time to time deemed to the benefit of the Club.

2 Its objects shall be to promote, organise and provide Association Football for schoolboys and also its Members, and also for social and re-creative pursuits as may be deemed desirable by the Committee.

3 The officers of the Club shall consist of Chairman, Vice Chairman, Secretary, Treasurer, and Social & Fund Raising Secretary.

4 The Officers of the Club shall appoint all Team Managers and will also have  the power to rescind these appointments for any justifiable reason.  A dismissed  Team Manager shall have the right to appeal to the Committee.

5 The Club shall be controlled by a General Committee consisting of the Officers and the Team Managers.  The General Committee shall meet at least once per calendar month and the proceedings at such meetings shall be duly recorded.  Each member of the General Committee shall be entitled to attend all meetings and have one vote there at.  In event of the voting being equal on any matter, the Chairman shall have a casting vote.  At meetings of the General Committee seven shall form a quorum.

6 The Team Manager shall have responsibility for all matters relating to his team both on and off the field of play.

7 The property and/or assets of the Club shall be vested in the General Committee.  The General Committee shall have the power to suspend or expel any member deemed guilty of conduct prejudicial to the good name of the Club. The General Committee shall have the power to fill such vacancies as may arise in its Constitution between  Annual General Meetings.  The General Committee shall have power to appoint such sub-committees as they  may consider necessary and may delegate all or any of their powers to such Committees.  The decisions of all such Committees shall be reported to the General Committee.

8 Membership of the Club shall be at the discretion of the General Committee whose decision as to the acceptance or expulsion shall be final.  A register of Members and addresses shall be maintained by the Club at all times.  Membership shall consist of:

a) Playing members

b) Non-playing members

c) Social members - unless an elected Officer shall not be allowed to  participate in any voting at an AGM in any subject relating to playing  matters unless otherwise approved at an AGM.

9 In accordance with the F.A. Regulations, the respective Head Teachers will be advised of all schoolboys registrations with the Club.

10 The subscriptions, signing on fees, and match fees shall be decided by the General Committee and put before the Annual General Meeting or Extraordinary General Meeting for acceptance.  All fees to be paid by 31st January each season unless prior arrangements made,

11 The colours of the Club shall be Royal Blue and Scarlet.

12  Long Service Award - any player who has completed 5 years unbroken  service with the Club will be eligible for a long  service award.

13 The Annual General Meeting shall be held not later than 31 July in each year. The Secretary shall give 21 days notice of such meeting to all members, included in that notice shall be the names of all Serving Officers who are not prepared to stand for the coming year.  The Financial Statement and Officers reports shall be presented to the Meeting.  All Officers shall be elected at this meeting.  Returning Officers of the Club shall be eligible for re-election without nomination, all other candidates must be proposed and seconded to the Secretary.

14 An Extraordinary General Meeting may be convened by the General Committee when deemed desirable and also upon the written request of seven members.  The Secretary shall give seven clear days notice to all members of such meeting.

15 The General Committee shall cause to be kept proper books of Account.  The General Committee shall authorise cheques to be signed by at least two of its members.

16 All Serving Officers, members and players shall abide by the terms and conditions of the Spartac Code of Conduct attached.

17 No alteration to this constitution shall be made except at the Annual General Meeting or at an Extraordinary General Meeting convened for that purpose and only if supported by a majority of those present and voting at such meeting.  Notice of proposed alterations to this Constitution must be given in writing to the Secretary by the 31 May in each year, and notified to members on notice of meeting.

18 Any matters not governed by the foregoing Constitution shall be dealt with by the General Committee, the decision of which body shall be final and binding.
